The Despacho n.º 5126/2023, which renews the allocation of incentives for the introduction into consumption of Zero Emission Vehicles in 2023, that is, 100% electric vehicles that have been purchased from 1 January 2023.
This new incentive aims to reduce greenhouse gas emissions, noise pollution, promote environmental sustainability and mitigate the consequences of climate change.
The application period runs until November 30, 2023.
This year the allocation for this support corresponds to 10M€ for four areas of intervention:
- Passenger Car
- Urban logistics
- Clickable active mobility
- Chargers, electric vehicle
Support areas:
Passenger cars
T1 – 100% Electric Passenger Car
Beneficiaries: Natural persons
1300 incentives of € 4,000, vehicles up to € 62,500:
- Maximum 1 incentives per candidate
Urban logistics
T2 - 100% Electric Light Goods Vehicle
Beneficiaries: Natural and legal persons
150 incentives from 6.000€:
- Maximum 1 incentive per natural person;
- Maximum 2 incentives per candidate in the case of legal persons. persons.
T3 – Cargo Bikes (100% Electric and Conventional)

300 incentives, 50% of the PVP (including VAT), up to 1000€ conventional and up to 1500€ electric:
- Maximum 4 incentives per candidate in the case of legal persons;
- Maximum 1 incentive per candidate in the case of a natural person.

T4 – Electric Bicycles

4550 incentives, 50% PVP (including VAT), up to 500€:
- Maximum 4 incentives per candidate in the case of legal persons;

T6 – Bicicletas Convencionais

1500 incentives, 20% PVP (including VAT), up to 100€:
- Maximum 4 incentives/candidate in the case of legal persons,
- Maximum 1 incentive/candidate in the case of a natural person.
Chargers, electric vehicle
Beneficiaries: Natural and legal persons
T7 – Chargers for electric vehicles in multifamily condominiums with connection to the Mobi.E Network
270 incentives , 80% of the PVP (incl. VAT) of the charging station, up to 800€ + 80% of the PVP (incl. VAT) of the electrical installation:
- Maximum 1 incentive per joint owner, in the case of a natural person;
- Maximum 10 incentives per condominium / CPE (Delivery Point Code) candidate in the case of condominium administrations for parking spaces or group of residents.
